In recent years, as the rising of TSMC, Samsung and other Asian companies in the semiconductor manufacturing field, American chip design companies such as Apple, Nvidia, Qualcomm, and IBM, etc. have increasingly relied on Asian semiconductor foundry. In order to reduce this dependence, the American Semiconductor Industry Association filed an application for US$37 billion in national funding support in May, including subsidies for the construction of chip factories, assistance to states that attract semiconductor investment, and increased R&D funding.

Intel’s official website published an open letter from CEO Bob Swan to the US "President-elect" Biden on Monday local time. Swan urged the US government to increase investment in semiconductor manufacturing.

According to the Semiconductor Industry Association, over 80% of the global semiconductor production capacity comes from Asia, while the US accounts for only 12%. Rising costs and subsidies from foreign governments to overseas companies are hit US semiconductor companies. As the leading semiconductor manufacturer in the United States, Intel is also in trouble in 7nm and 10nm research and development, hovering at 14nm for a long time, and announced in July that 7nm may be postponed to 2023. Swan said that it is essential to increase investment in the US semiconductor manufacturing industry to enable US companies to compete on a level and lead the next generation of innovative technologies. Intel is ready to support a new generation of technological progress.
